School Service Contract Provider

A “school service contract provider” is an entity that enters into a formal, negotiated contract with Frontier Regional/Union#38 Schools to provide a school service. At a district level, we devote significant staff time and resources to negotiating contracts with vendors that include a formal data sharing agreement (Student Data Privacy Agreement) to prohibit student data mining or targeting marketing while requiring industry standards for encryption and security,  These agreements allow Frontier Regional/Union#38 Schools to designate vendors as “school officials” to enable us to share student data without parent/guardian consent.

A “school service” is an Internet website, online service, online application or mobile application that: (a) is designed and marketed primarily for use in a preschool, elementary school or secondary school; (b) is used at the direction of Frontier Regional/Union#38 teachers or other employees; and (c) collects, maintains or uses student personally identifiable information.

On Demand Service Providers

If a vendor has not signed the Student Data Privacy Agreement, then it is considered to be an on-demand service provider.  On-Demand Service Providers (ODSP) by definition are the agreements that happen before installing an app or extension in your Chrome browser, or before installing an online software program.  Parent/guardian consent is required at the school level before student data can be shared with on-demand service providers. You can review the educational technology resources listed on the Family Tech Center. Parent consent is given each school year through the Annual Family Update.  As new tools are added by your school, parents/guardians will receive notifications from their school so they have the opportunity to provide consent. On-Demand Service Providers (ODSP) by definition are the agreements that happen before installing an app or extension in your Chrome browser, or before installing an online software program.

We are providing a list of On-Service Demand Providers using click-through contracts that include online tools used by students and teachers in the classroom. This list is a good faith effort to stay current with online instructional tools and is updated twice a year. Additionally, beginning 2023-24 school year, all FRSU#38 instrucional staff will receive training indata privacy practices.

District Wide Tools

There are certain tools, such as our Learning Management Systems (Schoology, Google Classroom), that are district purchased and managed. District purchased and managed digital content ensures ease of access for students with single sign-on and IP authentication, while also protecting student data privacy and copyright compliance.
